The WICC II Business Manager directs the overall financial oversight of the WICC II contract at NASA's Wallops Flight Facility, including but not limited to accounting, reporting, and task order management and core processes.  

Duties & Responsibilities

• Provides financial analysis and reporting
• Performs budgeting, trending and forecasting. Manages Target Cost, by monitoring and providing controls across all areas of the WICC
• Ensures accuracy of all accounting functions
• Ensures seamless integration and accurate performance of Corporate and Contract business systems. Primary point of contract with Corporate CFO and financial team.
• Works with Corporate Contacts to ensure WICC II compliance with Statements of Work, and Contract Clauses.
• Provides expertise in managing target cost and technical performance, through a high level of understanding of the WICC contract statement of work and clauses.
• Oversees and collaborates with IT personnel to maintain contract IMS. Directs improvements and modifications to IT systems. Primary point of contact with Corporate IT resources.
• Primary point of contact on the WICC for government resource analysts and business managers.
• Provides leadership and direction of processes and personnel engaged in the operation of the Visitor Center, Management Education Center and Educational requirements of the WICC.
• Establishes WICC Commercial Effort protocals.


• Masters Degree with 3 years of experience or Bachelors Degree with 7 years of experience. 

• Specific experience in government/contracts cost accounting and contract processes
• Experience in business systems, administration, processes and practices
• 6 years experience in government contracting, accounting and budgeting
• 3 years of experience in supervisory capacity.
