The Controller position plans, designs, implements, controls and manages all LJT financial operations:  accounting; budgeting and forecasting; payroll; accounts payable; accounts receivable; cash management; taxes; internal and external financial reporting; and the oversight and audit requirements for public and government audits/reviews.  Responsible for the oversight of contract accounting.

Duties & Responsibilities

  •  Provides day-to-day supervision of staff as appropriate including assigning and reviewing staff work, providing  feedback to staff, establishing annual goals and objectives, preparing  introductory 90-day and annual performance reviews, delivering performance reviews to staff, participating in the hiring, termination, and discipline process of  financial operations staff.
  •  Ensures all LJT personnel policies, procedures, and practices are adhered to in the financial operations department.
  • Provides input for the budget for the Finance unit.  Assists in planning project needs and determining allocations. As appropriate and within scope of authority, approves expenditures and ensures adequacy of the budget.
  • Responsible for ensuring compliance, in all matters, with applicable LJT policies and procedures, contract regulations, and federal, state, and local government statutes and regulations.  Financially administering all current and future contracts.
  • Responsible for designing, writing, and implementing procedures and controls for the operations of the accounting, budgeting, payroll, and business systems.
  • Oversees and approves all proposal pricing efforts.
  • Ensures proper support is provided to technical, F&A and management staff for proposal pricing preparation, submission, negotiation, and administration of contracts.
  • Responsible for financial coordination of proposals for new business to include government contracts and commercial ventures in support of the LJT strategic plan.
  • Responsible for supporting the preparation and negotiation of change proposals, budget revisions, extensions, and other modifications/amendments on contracts, and the preparation of required supporting documentation.
  • Responsible for the conduct of financial operations ensuring proper transactional approvals for expenditures and commitments.
  • Responsible for daily cash management and timely forecasting.
  • Primary liaison with bank ensuring appropriate reporting and covenant compliance.
  • Responsible for the production of external and internal financial management information.  Develops methods and procedures for the preparation of budgets and cost proposals.  Recommends budgetary policies and practices.
  • Interfaces with internal and external contracts at all levels.
  • Responsible for providing effective intra/inter departmental channels of communication

 

Occasional:

 

  • Attends and actively participates in and/or leads staff meetings.
  • Performs research and analysis on various job related topics, reporting and presenting as required.
  • As directed, performs special projects, studies, and internal procedural audits.  Prepares related reports and presentations.
  • Performs other related duties as required.

Qualifications

Education:     Bachelor's Degree in Accounting, Finance, or related field.  Master's Degree and/or CPA strongly preferred.

 

Experience:     Minimum of seven years experience in designing, operating, and managing finance/accounting operations in government contract accounting environment.  Significant experience in all major facets of duties and responsibilities required including DCAA audit oversight, proposal pricing, budgeting, financial reporting, financial audit oversight, and general accounting management.  Supervisory experience required.

Other Knowledge Skills & Abilities

• Thorough knowledge of the concepts, theories, principles and practices of general and cost accounting, budgeting, and financial statement reporting.
• Thorough knowledge of the legal principles that govern financial transactions to include GAAP, FAR, and CAS.
• Working knowledge of related fields of banking, mathematical analysis, and statistics.
• Mid-level accounting systems and associated practices knowledge.
• Ability to organize, analyze, interpret, and evaluate financial data in the solution of management of accounting problems.
• Ability to plan, organize, assign and direct the work of professional and clerical employees.
• Ability to administer an effective financial plan.
• Ability to present and communicate ideas effectively both verbally and in writing to all organizational levels.
• Ability to establish and maintain effective working relationships with employees, customers, and outside contacts.
• Extensive Deltek Costpoint experience strongly preferred.
