Overview

LJT & Associates has an immediate opening for a Satellite Operations & Maintenance Assistant Program Manager at the Naval Satellite Operations Center (NAVSOC) Detachment Charlie located in Finegayan, Guam. NAVSOC is responsible for operating, managing and maintaining communications satellite systems that provide reliable satellite service to users worldwide. The APM supervises Operations Maintenance Technicians that perform all activities listed below, and is also expected to take on these tasks and other roles such as Preventative Maintenance System (3M) Department Head, COMSEC Material System (CMS) User, and other mission essential tasks.

Duties & Responsibilities

  • Perform preventive and corrective maintenance on NAVSOC up-link/down-link equipment, antenna systems, data communications systems, and other electronics hardware using a 3M program that complies with OPNAV 4790.4 standards to ensure the NAVSOC Ground Systems remain in an operational and ready state.
  • Assist the LJT detachment personnel in problem isolation and repair of NAVSOC ground equipment.
  • Be able to perform system level troubleshooting on ground station equipment and possess the ability to read and interpret from system schematic drawings and diagrams.
  • Technician must be able to lift at least 50 pounds and also be able to climb on antenna structures up to 30 feet or more.
  • Must possess a valid driver’s license In order to maintain the remote antenna.
  • Participate in the Configuration Management System and assist in maintaining the NAVSOC Technical Library.
  • Generate technical documents and drawings utilizing Visio for existing and new systems and to keep such references up to date.
  • Find innovative ways to improve technical capabilities.
  • Coordinate with higher-level authority in troubleshooting critical systems.
  • Cross-train, work closely with and support Maintenance personnel in performance of their duties.
  • Provide technical assistance to the Detachment Officer in Charge (OIC) as required.
  • Qualify as CMS user.
  • Be familiar with and practice Navy Safety practices and procedures.
  • Be familiar with and practice Navy Hazardous Material procedures.
  • Perform other associated tasks as directed by the Program Manager.

Qualifications

  • A Technical degree or equivalent training
  • Technical management and leadership training
  • Technical training in satellite communications or satellite operation
  • Experience in Satellite constellation command and control, Electronics, Telecommunication, Information Technology and other technical fields may be substituted as the situation allows.

  • Electronics Maintenance background
  • Technical Leadership
  • Interfacing with Labor Unions
  • Ability to quickly identify and solve technical problems
  • Ability to plan and schedule operational activities
  • Ability to communicate effectively in both oral and written form
  • Knowledge of the Satellite Control Network

Other Knowledge Skills & Abilities

• Ability to obtain and maintain Navy Preventative Maintenance System (3M) 301,302,303,304 certification
• Ability to obtain and maintain CMS certification

• This position requires a current Secret Security Clearance
