    The Blossom Point Satellite Command and Tracking Facility (BPTF) Program Manager (PM) manages all activities of the program and is responsible for all program performance metrics. BPTF provides the command, control, communications, network engineering, operations support and mission management necessary to enable cradle to grave management of satellite and their payload operations across the radio frequency spectrum. PM will manage building, facility, satellite and ground command and control functions encompassing managerial, maintenance, engineering and technical requirements including supporting mission tasks at BPTF.

    Duties & Responsibilities

    • Provide leadership to the personnel while managing a complex program of moderate to high risk and effect optimum customer satisfaction, employee retention, and profit.
    • Perform all necessary program management functions to plan, implement, track, report, and deliver required services and products described in the contract and the associated Statement of Work (SOW).
    • Manage all activities, including technical performance, financial profit/loss, and human resources management of the program under the terms and conditions of the contract(s)
    • Implement associated Contract Management Plan, Quality Assurance Surveillance Plan, Risk Management Plan, Information System Security Plan, and other plans as required to successfully execute the contract.
    • Use proven and efficient management systems for the planning, organization, control, and reporting of all activities required by this contract.
    • Directly manage all project managers and operations for the program
    • Develop, maintain, and report technical performance metrics which effectively measure the level of performance in execution of the SOW.
    • Develop and execute management processes and procedures to ensure compliance with all facility and maintenance directives, instructions, guidance, and regulations at the Federal, State, and local levels
    • Provide and maintain a financial management system for planning, tracking, accumulating, and reporting contract costs and providing other financial support required to meet the cost reporting, billing, and disclosure requirements of the contract.

    TOP SECRET security clearance with the eligibility for Sensitive Compartmented Information (SCI) access
    Required Qualifications:


    US citizen and shall not maintain dual-citizenship
    Able to read and converse in English
    Bachelor’s degree or higher in a scientific discipline or other related field to provide technical management of the contract

    Other Knowledge Skills & Abilities

    Desired Qualifications:

    • Minimum of 10 years’ experience with satellite and ground station mission engineering, development, and command and control.
    • Experience with building, facility, satellite and ground command and control functions encompassing managerial, maintenance, engineering, and technical requirements including supporting mission tasks.
    • Experience with pre-launch, launch, and mission engineering data for management of the spacecraft systems health
    • Experience with spacecraft engineering analysis and anomaly resolution.
    • Experience relevant to NRL proprietary Neptune ® Common Ground Architecture software.
    • Experience managing teams
    • Project Management Professional (PMP) certification
